Definition:

Data that defines the set of allowable values to be used by other data fields.

Commentary:

Different use cases could have different sets of reference data for the same data element. Additionally, the enterprise may have a higher level compilation of reference data.

Best practice is to have a single enterprise level reference data construct that enables the translation between value sets and ensures a holistic set of meanings.
